ROSSBURN MUNICIPALITY

PUBLIC NOTICE

Special Service Plan No. 2026-01

For Special Service By-law No. 2026-001

The council of Rossburn Municipality has scheduled a public hearing at the Drop-in Centre, 53 Main Street N, Rossburn, MB on April 1, 2026 at 7:30 p.m. to present the following special service plan: 

To continue to provide road construction and maintenance, snow removal & dust control, grass & weed cutting, tree cutting and disease control, drainage construction and maintenance, fire protection and emergency management services in the Municipality and that these costs be recovered by one per parcel tax, levied on all properties within the Municipality, excluding Churches & Cemeteries, for 2026 and 2027 inclusive.

This proposal will replace Special Service By-law Nos. 2019-005, 2019-007, 2019-008 and 2019-009, which all expired at the end of 2025.

  • By-law No 2019-005 - road construction and maintenance, snow removal, grass and weed cutting and control and street lighting services in the urban center of Rossburn.
  • By-law No. 2019-007 - road construction and maintenance, snow removal, grass cutting and control, and drainage construction and maintenance in the rural area of the Municipality.
  • By-law No. 2019-008 - recreation services
  • By-law No. 2019-009 - fire protection in the whole municipality

Under this new proposal, emergency management and tree cutting and disease control will be added while recreation costs have been removed.  Recreation costs will be recovered on the general municipal (At large) mill rate.

The estimated costs are $1,727,877 (2026) and $1,773,535 (2027) and the proposed per parcel tax rates are $845.00 in 2026 and $865.00 in 2027.

A written objection to the Plan may be filed with the Chief Administrative Officer at 43 Main Street Box 10, Rossburn, MB R0J 1V0 by mail or in person, prior to the commencement of the hearing.

At the hearing, Council will hear any potential taxpayer who wishes to make a presentation, ask questions, or register an objection to the special service plan.  All objections, written or verbal, must be filed prior to the adjournment of the hearing and must include the name, address and property description of the person filing the objection and the grounds of their objection.
